Proposition 64 Public Health & Safety Grant Program
Revenue and Taxation Code, Section 34019, subd. (f)(3)(C) states the BSCC will provide grant funds to local governments that assist with law enforcement, fire protection, or other local programming to address public health and safety associated with the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act.
In 2019, language in the RTC prohibited the BSCC from making grants to any local governments that have banned all indoor and outdoor cultivation, including personal cultivation, or retail sale of marijuana or marijuana products.
However, in 2020 with the passage of Assembly Bill (AB) 1872, eligibility for Proposition 64 Public Health & Safety (Prop 64 PH&S) Grant funding solicitations have been broadened. Revenue and Taxation Code (RTC), Section 34019, subd. (f)(3)(C) now allows local governments to apply for this funding through the BSCC if they do not ban both indoor and outdoor commercial cannabis cultivation, or ban retail sale of cannabis or cannabis products pursuant to Section 26200 of the Business and Professions Code or as otherwise provided by law.
Prop 64 PH&S grant projects address an array of local topics including juvenile development, prevention, and intervention activities; cannabis education curriculum including media campaigns for public health risks on the use of cannabis products for both juveniles and adults; environmental remediation; and compliance/enforcement work. All project components and activities must to be linked to local issues and needs due to the implementation of the Control, Regulate and Tax Adult Use of Marijuana Act (i.e., the legalization of adult recreational use cannabis in California).

At the April 13, 2023 BSCC Board meeting, 37 jurisdictions were awarded, in total, almost $94 million in the third round of Prop 64 PH&S Grant funding. The 5-year grant service period began May 1, 2023 and will end April 30, 2028.

This competitive RFP made $150 million available to California Counties and Cities that have not banned both indoor and outdoor commercial cannabis cultivation, or retail sale of marijuana or marijuana products.

Bidders’ Conference
On November 9, 2022, the BSCC held a virtual Proposition 64 Request for Proposals (RFP) Bidders’ Conference. The BSCC holds these conferences to provide clarity on RFP instructions and to answer technical questions from prospective applicants about the RFP process.

Local Evaluation Plans (LEPs)
LEPs are a mandatory component of the Prop 64 PH&S Grants. These LEPs ensure projects funded can be evaluated to determine their impact and effectiveness and should describe how the project will be monitored and evaluated and shows how evaluation results will be used for project improvement and decision making. There is no formal template for the LEPs; however, the BSCC provides a guideline that, at a minimum, addresses the following:

- Process Evaluation Method and Design
- Outcome Evaluation Method and Design
- Project Logic Model
- Appendices (if applicable)
In addition, the Prop 64 PH&S Grants are required to submit a 3-Year Local Evaluation Report (LER) to identify whether the project was successful in achieving its goals and objectives identified in their application for funding and LEP. LERs will be posted at the end of each cohort’s contract period.
Cohort 2 LEPs
The BSCC released the Proposition 64 Public Health and Safety (Prop 64 PH&S) Grant Program Cohort 2, Request for Proposals (RFP) on November 20, 2020 with a proposal submittal date of January 29, 2021. The RFP made available $51,788,690 through a competitive process for projects that address local impacts due to the legalization of adult-use recreational cannabis in California
Bidders’ Conference
A Bidders’ Conference was held Thursday, December 10, 2020 to answer technical questions from prospective applicants about the Cohort 2 RFP and provide clarity on RFP instructions.
Prop 64 PH&S Scoring Panel

The Prop 64 PH&S RFP was originally released on February 14, 2020 with a due date of April 3, 2020. On April 9, 2020, the Board approved an extension for the final RFP submittal due date due to the COVID-19 pandemic. The RFP was re-released to reflect the new RFP due date of Friday, June 5, 2020 and included all corresponding changes to the grant timeline and grant project activities.
Bidders’ Conference
The BSCC held a Bidders’ Conference on Wednesday, February 26, 2020 to answer technical questions from prospective applicants about the RFP and provide clarity on RFP instructions.
Executive Steering Committee
