Youth Reinvestment Grant Program
The YRG grant program is aimed at diverting youth from initial or subsequent contact with the juvenile justice system using approaches that are evidence-based, culturally relevant, trauma-informed, and developmentally appropriate. Grant funds will be used to target underserved communities. Grantees include local government agencies and community-based organizations. Local government agencies must pass through 90 percent of awarded funds to community-based organizations who will deliver diversion services. All grantees must provide diversion and alternative-sanction programs, academic- and vocational-education services, mentoring, behavioral health services, and/or mental health services.

In November 2019, the BSCC released an RFP for grant funds available through the Youth Reinvestment Grant (YRG) Program. Community-based organizations, as well as California Cities and Counties, were eligible to apply for YRG funds.

Youth Reinvestment Grant and Tribal Youth Diversion Grant Requests for Proposal (RFPs)
In January 2019, the BSC released RFPs for grant funds available through the Youth Reinvestment Grant (YRG) and Tribal Youth Diversion (TYD) Grant Programs. California Counties and California Cities were eligible to apply for YRG funds. Federally recognized Indian Tribes in California were eligible to apply to TYD funds.

The Youth Reinvestment Grant Program was established in the 2018 Budget Act (Senate Bill 840, Chapter 29, Statutes of 2018) and the related trailer bill (Assembly Bill 1812, Chapter 36, Statutes of 2018).

Cohort 1 Notices of Intent to Apply for YRG and TYD
Applicants interested in applying for the Youth Reinvestment Grant (YRG) and/or the Tribal Youth Diversion (TYD) Grant were asked but not required to submit a non-binding Notice of Intent to apply. Choosing not to do so was not grounds for disqualification. Further, prospective applicants that submitted a Notice of Intent but decided not to apply were not be penalized.
