Youth Reinvestment Grant Program
The YRG Program was created through the enactment of the 2018 Budget Act (Chapter 29) and the related trailer bill (Assembly Bill 1812, Chapter 36, Statutes of 2018). The YRG Program was amended by AB 1454 (Chapter 584, Statutes of 2019) with further direction.
The YRG Program is aimed at diverting youth who are at risk of juvenile justice involvement from initial contact with the juvenile justice system using approaches that are evidence-based, culturally relevant, trauma-informed, and developmentally appropriate. This is supported by funding proposals that are evidence-based, trauma-informed, culturally relevant, and offer developmentally appropriate diversion options at various points of entry to the juvenile justice system.
YRG Cohort 2 - July 1, 2020 to June 30, 2023
While the goal of the YRG Program is to avoid initial contact with law enforcement, funding may also be used to avert further involvement in the juvenile justice system for those who have already had contact. Diversion programs must incorporate at least one of the following: educational services, including academic and vocation services; mentoring services; mental health services; or behavioral health services.

Request for Proposals
In November 2019, the BSCC released the Cohort 2 Youth Reinvestment Grant RFP for grant funds available through the YRG Program. Community-based organizations, as well as California Cities and Counties, were eligible to apply.
Bidders' Conference
In December 2019, the BSCC hosted Bidders’ Conferences to provide clarity on the Request for Proposals (RFP) instructions and allowed interested applicants to ask questions about the RFPs and the RFP process. Video and resources provided below.

Executive Steering Committee (ESC)
To ensure successful program design and implementation, it is essential that those impacted are included in the decision making process. The BSCC uses ESCs to inform decision making related to the Board’s programs, including developing RFPs, rating proposals and making funding recommendations to the Board. Request for Proposals
In January 2019, the BSC released the Cohort 1 Youth Reinvestment Grant (YRG) RFP and the Cohort 1 Tribal Youth Diversion (TYD) RFP for grant funds through the YRG and TYD Grant programs. California Counties and California Cities were eligible to apply for YRG funds. Federally recognized Indian Tribes in California were eligible to apply to TYD funds.
Notices of Intent to Apply
Applicants interested in applying for the Youth Reinvestment Grant (YRG) and/or the Tribal Youth Diversion (TYD) Grant were asked but not required to submit a non-binding Notice of Intent to apply. Choosing not to do so was not grounds for disqualification. Further, prospective applicants that submitted a Notice of Intent but decided not to apply were not be penalized.

The purpose of the Statewide Program Evaluation RFP was to solicit proposals from universities and research firms to complete a statewide evaluation of the Youth Reinvestment Grant Program and to provide information about the individual projects funded by the BSCC.
Applicants are requested to propose an evaluation design that:
- relies primarily on the use of qualitative and aggregate quantitative data collected from grantees through the BSCC’s Quarterly Progress Reports (QPRs);
- relies secondarily on the qualitative and quantitative data obtained from grantee Local Evaluation Reports (LERs);
- recognizes the grantee’s Lead Public Agency as the local coordinator for data collection and reporting; and
- minimizes any evaluation related impacts on the community-based organizations that will provide services under the YRG Program.
