Residential Substance Abuse Treatment Grant Program
The Residential Substance Abuse Treatment Grant Program (RSAT) Grant Program is a federal formula grant program that enhances the capabilities of state, local, and tribal governments to provide residential substance use disorder (SUD) treatment to adult and juvenile populations during detention or incarceration, initiate or continue evidence-based SUD treatment in jails, prepare individuals for reintegration into the community, and assist them and their communities throughout the reentry process by delivering community-based treatment and other recovery aftercare services. In California, RSAT funding is targeted to counties that operate local adult detention facilities.
The RSAT Program in California encourages the establishment and maintenance of drug-free prisons and jails and development and implementation of specialized residential SUD treatment for individuals with co-occurring mental health and substance use disorders. The program also encourages the inclusion of medication-assisted treatment as part of any SUD treatment protocol.
Subject to federal appropriations, each year, the U.S. Department of Justice, Bureau of Justice Assistance (BJA) releases a formula-based federal solicitation that prescribes the amount of funding states are eligible to receive. The BSCC allocates the RSAT Program in accordance with BJA requirements.
2024-2027 RSAT Grants
The application period for 2024 RSAT is now open. Proposals are due by February 2, 2024.

2024 Request for Proposals (RFP)
This RFP provides the information necessary to prepare a proposal to the BSCC for grant funds available through the federal RSAT Grant program. Proposals selected for funding will be under agreement with the BSCC from July 1, 2024, to December 31, 2027. The term of the grant agreement includes a three-year service delivery period and an additional six months to finalize and submit the required Final Local Evaluation Report and financial audit. RSAT Grant Proposals must be received by 5:00 P.M. (PST) on February 2, 2024.

Submission Instructions
BSCC uses special application software called “Submittable” for its competitive grant process. Applications for the RSAT Grant Program must be submitted through the BSCC Submittable Application Portal. To apply for this funding opportunity, applicants must create a free Submittable account or use an existing Submittable account when prompted. After an account is established, applicants may proceed with the submission process. As part of this process, applicants will be required to upload mandatory attachments. Applicants will complete these attachments ahead of time and then upload them to the BSCC Submittable Application Portal.
Please be advised that completing the application and uploading the required documents into the Submittable Application Portal can take a significant amount of time. It is extremely important that applicants begin the submission process early. Applicants that wait until the due date to complete the submission process often run out of time. Applicants are strongly advised to submit proposals well in advance of the due date and time to avoid disqualification. The Submittable application portal will not accept submissions after 5:00 PM (PST) on February 2, 2024.
2024 RSAT Grant Virtual Grant Information Session - Thursday, December 14, 2023 - 10:00 AM
To learn more about the grant or ask technical questions, prospective applicants are invited to attend a Grant Information Session. The purpose this session is to provide clarification on application instructions and answer technical questions from prospective applicants. BSCC staff will review application submission instructions, applicant eligibility, funding information, eligible grant activities and the rating process. After a brief presentation, prospective applicants will be able to ask questions. Attendance is not a requirement of applying for the grant. The information session will be recorded and posted for reference.

Prior RSAT Grants

In February 2021, local adult detention facilities in California responded to the RSAT Program RFP for an RSAT project cycle running July 2021 to June 2024. Grantees were awarded funds in 2021 contingent upon federal funding and were required to submit an application for continued funding for years 2 and 3.
Bidders' Conference
The BSCC held a Bidders' Conference on March 3, 2021 to provide clarity on RFP instructions and answer questions from prospective applicants about the RFP.
