I am writing today to inform you of a new effort to provide publicly accessible information about COVID-19 cases inside of California’s county detention facilities, both adult and juvenile. The BSCC will create a COVID-19 dashboard that will launch July 31, 2020, and we are asking for your assistance in two ways:

SACRAMENTO (July 14, 2020) – The Board of State and Community Corrections will convene an emergency meeting at 10 a.m. Thursday July 16 to consider the immediate allocation of federal funding to provide housing for up to 8,000 people being released from state prisons due to COVID-19.

The Board of State and Community Corrections sought and was awarded $58.5 million in federal funds to help ease the financial impacts of COVID-19 emergency spending on the criminal justice system. The BSCC now seeks public input on how to most effectively disperse the funds.

In alignment with the Governor’s directive to remove the carotid control hold from all state training programs and materials, the BSCC’s Standards and Training for Corrections (STC) Program will immediately suspend all existing courses that include carotid control hold training either as a stand-alone topic or embedded within a larger defensive tactics course.  Effective immediately, no training on carotid control hold shall be delivered under a BSCC certification. This includes courses delivered in core training and as annual training. At the July 2020 BSCC meeting, the Board will review a recommendation on conforming changes to STC manuals as needed.

A survey of California juvenile halls and ranches shows fewer bookings, more diversion, and medical testing for those who must be housed and are showing symptoms of possible COVID-19 illness, according to a voluntary survey conducted by the BSCC.

As the State of California continues to respond to the COVID-19 emergency, the Board of State and Community Corrections has coordinated with 69 grantees that are implementing reentry services under the Adult Re-Entry Grant (ARG) Program to outline services available to people newly release from state prisons. 

The Supplemental Jail and Juvenile Detention Profile Surveys are now available. The BSCC recently began collecting data from county Sheriffs and Probation Chiefs on ADP, bookings, and releases related to COVID-19.

This memorandum is to advise you of temporary, additional data the BSCC will be requesting from all county detention facilities (both adult and juvenile) about local detention populations and weekly changes during the COVID-19 emergency.

This memorandum is to encourage local sheriffs, police chiefs with Type I facilities, and all adult facility managers to collaborate with local public health officials and contracted healthcare providers to update healthcare policies and procedures specifically to address COVID-19.
